Mysterious Disappearances Of Felipe And Terrance

Felipe Santos

 

On October 1, 2003, a minor car accident took place in Naples, FL. 24-year-old Felipe Santos was driving with his two brothers when they crashed into another car causing minor damage. The brothers were undocumented immigrants from Mexico, so they initially tried to pay the other driver and dissuade them from calling the police, but they insisted and deputy Steve Calkins came on the scene to write up the report. Calkins was pretty nervous and made some comments about being sick of stopping people from driving without a license. He arrested Santos, put him into his patrol car, and drove away.

 

Santos' brothers said their boss agreed to bail him out. But when they came to the jail, he was nowhere to be found and had never been booked. Whatever Calkins did with him, he didn't take him to jail.

 

So his family filed a complaint and a missing persons report. Calkins gave a justification, which is that Santos was polite and cooperative so he dropped him off at a Circle K convenience store. The family didn't believe that this was the real story, but it wasn't against the policies to cancel an arrest and drop off a defendant, so the case was closed. But then it happened again...

 

Terrance Williams

 

On January 12, 2004, 27-year-old Terrance Williams went missing in Naples, Florida. His mother began searching for him on her own and enlisted the help of friends and family to call around for her. An aunt was able to track down his car at a local tow yard and figured out that it was towed from a nearby graveyard at the request of deputy Steve Calkins. The car was allegedly abandoned and blocking the road with no owner in sight. The keys were found on the ground beside the vehicle. The family contacted the graveyard workers who claimed that this wasn't what happened at all. Calkins pulled Williams over and caught him.

Despite the story from these eyewitnesses, there was no record of the arrest and he never made it to the jail. Calkins initially tried to act like he doesn't memorize anything about it, but eventually recovered his memory and submitted a report claiming that he saw Williams having car trouble and he offered him a ride to work. He claims he dropped Williams off at a (different) Circle K convenience store and that's the last he saw of him.

 

Witnesses at the cemetery told detectives that Calkins drove away with him then returned later to deal with the car. Unfortunately, the estimates were so varied that we don't have a lot to go on. The shortest estimate was 15 minutes, the highest was an hour. Calkins then moved the car out of the space and into a weird position where it was blocking the road.

 

Lies, lies, and more lies

 

So, Terrance's disappearance gave us way more clues than we had with Santos. We can look at that situation with Felipe and say it's maybe not right, but we can't verify Calkins told any lies or did anything against police policy. We can prove he's lying about things when it comes to Terrance Williams.

 

First, the car worked fine. Second, Terrance doesn't work at a Circle K. Third, why did he claim the car was abandoned? Why were the keys on the ground? Fourth, he claims he didn't know Terrance's last name or anything about him, so how did he do a background check? There's a fake birthdate Terrance always used to give police when they stopped him and that's what Calkins used. Callie's tried to say he did the background check after he dropped him off, so how did he get the birthdate? He contended he found out that the car didn't have registration until after he dropped him off and then called circle K to talk to him, but phone records show no call and surveillance videos failed to capture either Calkins or Williams.

 

According to the Seargent they quizzed on Disappeared, he was boxed in on a lot of questions. His answers were all contrary to some other statement he'd made. Eventually, he stopped cooperating and claimed the whole thing was just a coincidence. To their credit, it sounds like they did do a pretty thorough inquiry and he was fired, but he never faced any criminal charges.

 

Theories

 

We have so little to go on here, so what happened is anyone's guess, but a few years back I came up with the "starlight tour" theory and it's caught on a bit. It's based on something that occurred in Saskatchewan a few years ago. These cops were picking up indigenous people for low-level offenses and dropping them outside city limits, basically just to fuck with them. They have to sleep it off and walk home. It's a dick move in July, but there were examples where they did it in the dead of winter and people died. Could Calkins have done something related? Williams also didn't have a license or registration, which fits with the Saskatchewan cases of being picked up for low-level offenses. Could that be the factor that links these cases?

 

It's just one theory. He could have also just shot them, although to me it's strange he didn't cover his tracks better. But of course, entitlement sometimes does that.

 

I wish I could say there's more action was n the case. But it's been almost 20 years and nada. Actor Tyler Perry listened to the case on Disappeared and made it his pet case. A couple of years ago he agreed to fund Terrance's mother's lawsuit against Steve Calkins. It's not much, but at least he's getting sued!
