New information in the case of the missing Oklahoma girl, 2-year-old Oaklee Snow, suggests that the search may, unfortunately, come to a tragic end. Court documents obtained by FOX59 indicate that the Indianapolis Metropolitan Police Department has reason to believe that the child, who was abducted from her father's home on Jan. 19, is likely deceased and concealed somewhere in Indiana.

Per documents, there was a reported sighting of Oaklee Snow in Indianapolis, and it is believed to be one of her last sightings of her. Her mother, Madison Marshall, and her boyfriend, Roan Waters, were observed leaving a house with what seemed to be a child wrapped in a blanket. The witness noted that the child was motionless, silent, and not crying.

Madison Marshall is facing charges of neglect and assisting a criminal, both of which are felonies. She was taken into custody in North Carolina and is presently incarcerated in Marion County Jail.
Roan Waters was apprehended in Greenwood Village, Colorado, and is currently in custody in that state. Records from the correctional facility indicate that he is being detained on a felony charge and has a bond of $10,000.

According to court records, Oakley Snow's younger sibling was also kidnapped from their father's residence in Cromwell, Oklahoma. The children were subsequently taken to Indianapolis, where Roan Waters' family members reside.

During their stay in Indianapolis, Madison Marshall, and Roan Waters are alleged to have left the infant boy in a "trap house" or a residence used for drug-related activities. Waters' mother and sister eventually found the abandoned child, who was reportedly unclothed when they arrived at the location to retrieve him.

Abduction

Legal records allege that Madison Marshall and Roan Waters traveled to the residence of the biological father in Cromwell, Oklahoma, on January 19 and unlawfully abducted the two children. The pair reportedly entered the home without permission and took the children.

The court documents further reveal that Waters had an active warrant for his arrest in Oklahoma for child abuse, domestic assault, and battery in front of a minor. Waters is also accused of physically harming Oaklee Snow in the past by striking her, leading to injuries to her mouth and lips.

Authorities stated that the arrest warrant for Roan Waters was released about two months prior to the kidnapping, specifically on November 7, 2022.
Legal records provide further information that Roan Waters was finally apprehended by the authorities on March 3 in Greenvillage, Colorado. The police arrived at a Best Western Hotel to investigate a complaint and arrested Waters for his outstanding warrants. Madison Marshall had been residing with him at the motel, but she was absent from the scene when the police arrived.

Upon inspecting the hotel room, no signs were found of the children or that children had ever been present there.

During police questioning, Waters was asked about the disappearance of the children. He confessed to taking the children from Oklahoma to Indianapolis, where his mother and sister lived, along with Marshall.

Legal documents state that Roan Waters himself confessed to the police about taking the children to a "trap house" in Indianapolis, where he and Madison Marshall could engage in drug use. Waters admitted that he and Marshall decided to leave the infant boy at the drug house and also abandoned Oaklee Snow in Indiana, though he refused to provide any information about her whereabouts.

Thanks to the efforts of Waters' mother and sister, the abandoned baby boy was eventually located at the Albany Street residence. Waters' sister reported the abandonment of the child to the Indiana Department of Child Services on February 9, the same day they retrieved the baby from the Albany Street home.

After Roan Waters' arrest, Madison Marshall reportedly returned to Indiana with the assistance of another member of Waters' family who traveled to Colorado to retrieve her.

According to court documents, Waters' sister informed the police that she had been attempting to locate Oaklee Snow ever since discovering that Roan Waters and Madison Marshall had abandoned the children.

It was reported that Roan Waters informed his sister that they left the baby boy behind because Oaklee had hurt herself while playing with a ball and needed to be taken to the emergency room. However, Waters' sister visited multiple hospitals to search for Oaklee but was unable to confirm that the 2-year-old girl had been admitted.
Additionally, Waters' sister stated that she saw Oaklee and her brother after they arrived in Indianapolis with Marshall and Waters in late January. She noticed bruising on Oaklee's legs and confronted Marshall and Waters about the injuries, causing them to become angry and force her to leave the house.
On March 3, Waters' sister saw Madison Marshall for the last time when she came to her house and asked if she could stay there. In exchange for her stay, Waters' sister asked Marshall to reveal Oaklee's whereabouts, but she refused and left on foot. Since then, Waters' sister has not seen or spoken to Marshall.

Waters’ sister, while searching for Oaklee, discovered a potential lead on the last sighting of the girl. She revealed to the police that she had asked neighbors at the Albany Street residence if they had witnessed anything on the day when Oaklee's brother was abandoned there. According to Waters’ sister, one of the neighbors claimed to have seen Roan Waters and Madison Marshall leaving the house with what appeared to be a child wrapped in a blanket. The child wasn't moving, according to the witness.

Despite numerous interviews and searches, Oaklee Snow has still not been found as of March 16, according to police. Waters' sister stated that both Waters and Marshall admitted to giving up the child in Indianapolis but provided no further information about how or where it happened.

“It is believed that she is deceased and disposed of,” the IMPD investigating officer wrote.

Waters’ sister told police she feared the same.

Late Friday, IMPD confirmed a child’s remains were found in Morgan County. IMPD would not speak on if these remains are connected to Oaklee Snow’s disappearance.
